Bentley for many years, despite of requests and warnings, have ignored the fact e.g in Europe (because of INSPIRE) the most of data providers migrated to newer WMS versions (because of upgrade of their servers) and often offering data using only WMTS, not WMS (because it decreases HW load substantially).
Consequences are visible already: What we see regionally, Bentley are out of business everywhere it's required to access geodata provided by organization where INSPIRE regulations are applied. So literally everywhere in EU. The customers migrated already not to CE, but to competitive solutions
A fact EU represents 2nd (or 3rd, depending on a metrics used) biggest world economy, and INSPIRE has standardized datasets in EU for last 15 years, still is not enough to interest Bentley. And it's the reason I see zero usage of OCM on our market (other than as basic drawing tool). If you do not support INSPIRE (which is something else than to support GML or WFS that are core base technologies only), you are disqualified in the EU market automatically.
